15° C is like San Francisco Bay! Why is the water cold? You live in the tropics!!!
In the Philippines the water temp is usually around 30° C. Hawaii has colder water temps, which varies from island to island. On the Big Island, Kona side is around 25° C, and on the Hilo side around 22° C.
It is a phenomenon called "ressurgência", ressurgence ... (?)
Cold water from the deep of the ocean is brought to the upper layers. I will post an article on that.
